Hi Vince, My Husband is an electrical contractor and has been working with our school for the last 3 years changing these out. When I asked him about this, this was his response "There is really no reason to do it all at once if they don't have a grant. I can show them what we have charged you over the 3 years we have been doing it slow and sure. We can literally make this happen over years rather than all at once, by using what we take out.
